Library services are available to residents of Opp and Covington County and special circumstance individuals, such as  Kinston residents, and visitors staying at Frank Jackson Lake campground.  Others who qualify may purchase a library card with limited privileges, such as computer use only.

Library Cards:  In order to obtain a library card for the first time, you must have your Alabama driver’s  license, or picture ID, showing a current local address. Non-residents, other than those with special circumstances listed above, must pay a $10.00 fee to obtain a library card, which will be good for 6 months and will have limited privileges.  Replacement library cards are $1.00 for the first replacement, but $5.00 for all subsequent replacements.  Parents must be present with appropriate ID and sign for a library card to be issued to children under the age of 16.  Alabama Code 1975 Definition of Theft of Property will be signed by the library card applicant.  New card holders have a 2 item limit for an introductory period of six months.

Circulation:

Books check out for 14 days and may be renewed once by phone or e-mail. There is a limit of 6 items per individual or 12 items per family. (Items include books, CDs, and videos/DVDs.)

Magazines are available for checkout for 7 days.

Videos/DVDs are available for checkout for 7 days. There is a $1.00 charge for Videos/DVDs with a limit of 4.

Fines are 25 cents per day per item. Postcard notices will be mailed for items over 7 days late. Formal written letter is mailed after 14 days over due, in which the fee will include a $1.00 processing/postal fee.  Registered letters are issued after 21 days overdue.  After 30 days over due, we have the right to issue a warrant for arrest, according to Alabama Code 1975 Definition of Theft of Property.  You may renew items once by phone or e-mail.  You will not be able to check out new material until the fines are paid.  No fines are charged for days when the library is closed.

Newspapers are available for use in the library only. The collection includes Opp News, Elba Clipper, Enterprise Ledger, Dothan Eagle, Montgomery Advertiser, and Andalusia Star, and USA Today.

Special Interest sections of the library are provided with books that include inspirational, biography, westerns, and the Hal Lynch Collection.  Books on tape or CD are also available.

New books are displayed on special shelves near the circulation desk. Ask us to reserve a book for you!

Genealogy and Reference sections are available for your use.

AVL (Alabama Virtual Library) cards can be applied for at the circulation desk. You can then access the virtual library from your home computer for research needs.

Computers are available for public access to the Internet. Local residents must have a valid library card with no fines or overdue books.  All fines must be cleared before you will be allowed to use the computers.  Area visitors are welcome to use our computers.  Computer use will be closely monitored, and time restrictions are 1 hour per patron and will be imposed, as needed, and at the discretion of the staff.  Children under 16 can not use the computers without a parent's supervision or written permission.  The computer lab is to remain quiet for all patron use.  You may be asked to leave if you violate this policy.

Children must be supervised in the library.  Children must be taught to treat library property with respect, so that other children may enjoy it too.  Misbehaving children and their parents will be asked to leave.

Interlibrary loans can be requested for items not available in our collection. Please allow a few days for the items to arrive. This service is free.

Meeting rooms are available for civic groups and other organizations. Some restrictions do apply. Call the library to reserve the rooms.
